Ministry of Electronics & Information Technology (MeitY) has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012”, mandating Indian Safety Standards for the notified goods under the registration scheme notified by BIS issued under the ambit of BIS Act, 1986 under Gazette Notification no. S.O. 2357(E) dated 7th September 2012.
As per the Compulsory Registration Order 2012 issued by MeitY Manufacturers have to apply for a Compulsory Registration Scheme with BIS after getting their products tested from BIS Recognized labs.
Note: No person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the order as laid down by Bureau of Indian Standards.
03 July 2013, All notified imported Electronic & IT goods shall be Subject to Registration with the BIS, Ministry of Consumer affairs and Ministry of Electronics and Information Technology (MEITY), India.
Under the Scope of BIS of the “Guidelines to Registration of Imported Electronics & IT goods” issued by MEITY. Electronics & IT Goods are classified under 56 categories.

Bureau of Indian Standards grants licence to the manufacturers to use or apply Standard Mark with unique R-number, through registration based on self-declaration of conformity for goods and articles as per Indian Standards. The grant of licence and its operation under Compulsory Registration Scheme are carried out as per the conformity assessment scheme under Scheme – II of Schedule – II of BIS (Conformity Assessment) Regulations, 2018′.
Application for request of Registration Certificate for import of Electronics & IT Goods in India is submitted under Form I. Gazette Notification S.O.2357 (E) issued by Government of India has made registration of imported Electronics & IT with BIS mandatory.
This order is applicable to domestic and imported products placed in the Indian Market and is not applicable on products which are meant for export.

As per the “Guidelines to Registration of Imported Electronics & IT goods” document issued by BIS, An application for Issuance of Registration certificate in Form I and Form IV must be applied on CRS Portal of BIS in a prescribed form-I by anyone of the following types of Indian Entities:
A “Manufacturer” means a person or entity in a Country other than India who owns the trade name of the brand of the Electronic & IT product for which registration has been applied for and who/which manufactures such product at his/its own manufacturing site or at a site owned by another manufacturer in the trade name of his/its brand.
An “Authorized Indian Representative” means an entity in India authorized by the manufacturer. The authorized representative will be responsible for the business activities of the manufacturer in India including compliance to the provisions of the Act in all respects, meanwhile the applicant shall be manufacturer.
“Subsidiary” means an entity in India owned by the manufacturer
