Registration of Toys Manufactured outside India – FMCS
The Directorate General of Foreign Trade (DGFT) made the import of toys restricted from a policy angle and it requires prior clearance from BIS. In order to protect consumer interest and safeguard the young ones, Toys have been brought under compulsory Bureau of Indian Standards certification with effect from 01/09/2020 as per Toys Safety Control Order 2020 issued by DPIIT, Ministry of Commerce and Industry India. In pursuance of the above Order, Bureau of Indian Standards has initiated the process of grant licence to manufacturers of toys for use of Bureau of Indian Standards, Standard Mark as per Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.The certification will be done as per Option 1 (Normal Procedure) i.e. after receipt of application, BIS will conduct factory inspection and draw samples for testing in BIS Recognized Labs
We all are aware about the growing market of toys in India. India is a young country with a large demography of population who are infants or children. In order to meet the growing demand for the aspirational children and parents, different type toys are being imported in India at large scale from around the world.
All the foreign toy manufacturers who manufacture for the Indian market need to register their manufacturing premises under the BIS . BIS will grant a licence based on successful assessment of the manufacturing infrastructure, production process, quality control and testing capabilities of a manufacturer through a visit to its manufacturing premises.
Registration under FMCS scheme will be granted to the overseas manufacturer only and not the Indian Importer.

Process
A specific list of information and documents required for application seeking grant of use of Special Code for Export of Finished Formulation or Bulk Drug is as follows:
- Share the technical specification of your product with NKG.
- After receiving your signed documents, NKG will check the application.
- NKG team will assist in Verification of Manufacturing Unit on BIS Portal.
- If all documents are in order of the application (FORM-V) then NKG will apply online and offline your application in BIS.
- After receiving the application at BIS will assign an officer.
- BIS will check all submitted documents and communicate if any further clarification or document needs to be provided.
- Once all documents are checked and acceptable, then BIS will assign an officer or team to audit and inspect the manufacturing premises.
- Testing of Products in BIS authorised Lab & Scrutiny of Test Report.
- Manufacturer has to submit a performance bank guarantee of USD $ 10,000 for each license in the name of BIS during the grant of each license as a security deposit. (Bank guarantee only in case of foreign manufacturers.)
- Payment of Marking Fee
