Wireless Planning & Coordination

WPC is responsible for regulating the use and application of radio and wireless devices imported or manufactured in India. WPC issues Network, Non-Network and Equipment Type Approval for use in India. All types of wireless services and devices fall under the licensing authority of WPC..WPC also regulatess the import of wireless equipment for business applications or demonstration.

Products with radio and/or wireless functionalities which are imported or manufactured and marketed in India must have an equipment type approval (ETA) certificate from the Wireless Planning and Coordination (WPC) wing of the Ministry of Communications of the government of India.This includes products with Bluetooth, wireless local area network access technology (Wi Fi), small digital radios (Zigbee), and radio frequency identification (RFID) among others.

Equipment Type Approval (ETA)

The Equipment Type approval application has to be submitted to the Wireless Planning and Coordination (WPC)  for approval before importing any wireless Devices in India which functions in the de-licensed frequency band. Equipment such as Bluetooth Devices, Mobile Phones, Wi-fi technology , EFID and others.

Approval from WPC is not required for Frequency bands which have been assigned as a License free status and hence no approval is required from WPC for products operating on those Frequencies.

The Ministry of Communications (“Ministry”) through a memorandum dated April 12, 2019 has instructed all the prospective Applications for grant of Equipment Type Approval (ETA) through Self- Declaration on SARAL SANCHAR Portal.

All applicants must apply through the online facility at URL of Saral Sanchar Portal http://saralsanchar.gov.in/ for obtaining ETA/import for products falling under the category of “ETA through self- declaration”. This has become mandatory since 1st May 2019.

‘ETA through self-declaration’ is applicable to the products which comply both the following conditions, i.e.,

i. exempted from import licensing requirement as per Import Policy of DGFT and; 

ii. working in de-licensed frequency band’s (as per applicable Gazette Notifications from Ministry of Communications. Category of Equipment which Fall under ETA a Self Declaration re:

  5. Smart Watches
  6. Accessories
  7. Microphones
  8. Speakers
  9. Headphones
  10. Earphones
  11. Printers
  12. Scanners
  13. Cameras
  14. Bluetooth Scales
  15. Other

WHERE TO APPLY

An application has to be submitted to https://saralsanchar.gov.in/ before importation of products and necessary approval/Permission must be taken for the same.

Government Fees

For obtaining ETA, a fee of Rs 10,000/- is required to be paid for each product having inbuilt one or more RF module(s). The product may be a finished model or RF module. 

Payment of Rs 10,000/- is to be made through BharatKosh (NTRP) Portal under ‘Equipment Type Approval (ETA)’ to 077188-CCA PAO, Headquarters. While making payment, it is advised to enter the name of the product under ‘Remark’ column.

Validity

There is no period restriction for ETA and no further renewal is applicable.
